The fibreglass body has cylindrical sides and is connected to the base (18). The base has a concave central portion (16) with conical or curved sides. The annular space formed inside the base is filled with ballast from openings in the top of the buoy. The buoy is fitted with two stiffening bars (25) connecting the base to the top. Each end of the bars are fitted with eyes (22, 23), for the mooring chains. The ballast is located in the base of the buoy under a cover plate (21). The restoring couple of this shape of buoy is greatly increased.
