PURPOSE:To prevent the keloidal appearance defect of a water paint film on a galvanized steel plate, by treating the surface of the plate with an aqueous solution of an organic carboxylic acid having a pH value of 2-5, and coating the treated surface with a water paint containing a water-soluble resin component having an acid value of>=30.
