The tube 1 is preferably formed around a hollow cylindrical former (10) which co-operates with a slidably mounted hand stapler (19), Fig. 3 (not shown). The plugs 4 may be stapled to the tube 1. The stapler may, alternatively (not shown), be foot or electrically operated. |
