The permeability of soils is reduced by introducing an alkali silicate in powder form to the soil or bulk material. Pref., the wt. ratio SiO2:Na2O or K2O is from 2.0-4.0. Pref. 0.05-0.5 (0.1-0.4) wt.% alkali silicate powder is added to the soil. With a soil low in minerals a gel-forming agent may also be introduced. The alkali silicate is spread over the soil and then mechanically worked in. After introducing the alkali silicate the soil is mechanically compacted. The technique is applicable to cohesive soil, e.g. clay.
