Use is made of waste from a previous manufacture of a resilient floor or wall covering in order to form a bottom layer, by breaking up and softening this waste and by shaping the resulting mass into a sheet. A raised resilient surface layer is then produced. A foamable plastisol is preferably applied on the sheet, the plastisol is foamed and the raised features are created by locally limiting the foaming by an excess thickness or even by embossing the foam. This cost-effective method provides products with good dimensional stability and greater resistance to being rolled up.
