PURPOSE:To suppress the picture quality lowering of a reproduced picture signal even when the reception abnormality of a picture packet occurs by executing the weighting addition of information in surrounding blocks, generating the information of the missed block due to the reception abnormality of the packet and after that, executing decode processing. CONSTITUTION:A packet resolving means 52 resolves the picture packet, which is received through an input terminal 51, and gives picture packet information to a missed block detecting means 61. The detecting means 61 detects the missed block, for which the information before decoding are not arranged due to the defect of the picture packet such as the abandonment of the picture packet, etc., and gives the detected packet to an interpolating means 64. The interpolating means 64 executes the weighted addition and generates the information before the decoding of the plural blocks, which are positioned around the missed block, as the information before the decoding of the detected missed block. Accordingly, concerning the missed block, the decode processing of the generated information before decoding is executed and concerning the other block, the decode processing of the information before decoding from the resolving means 52 is executed. |
