The cutter for carton, leather, carpet etc. has a sliding base (15) formed on a separate constructional part (12) which is swivably attached to its rear end (14) to the upper part (11) which incorporates the hand grip and the cutting blade. The lower part (12) can be swivelled away from the blade (13) into a position which effectively shields the blade from causing injury. The lower part is locked in its protective or operational position by a spring-loaded sliding catch (23) whose pointed tip engages in one of two slots (e.g. 26) depending on the position selected. In this way, the blade can be shielded without having to move it and alter the depth of cut.
