The frequency interval corresponding to the speech spectrum is divided into n frequency bands of equal width (1 to 12). The frequency positions of the peak values of the blanketing curve of the spectrum in respect of the n frequency bands are detected at moments separated by regular and equal time intervals. At each moment the k first peak values detected are as certained according to rising frequencies (5 n). Control signals are processed whose amplitude is proportional to the rank of frequency bands at which the peak values occur. Coded signals are coded and are modulated according to the control signals.
