The device has a number of elements which can light up. They are arranged in a matrix, with each matrix column controlled by the same number of a shifting delay line tappings, supplied with a clock signal and with a video signal representing lines of the picture to be displayed. The delay time of the delay line (10) is equal to effective duration of a video signal line. A device (15) interrupts passage of clock signals to the delay line (10) during a time interval in the line blanking out period, so that the state of charge in the delay line remains unchanged during this interval. This state is used to light up a row of elements (1-3).
