The floor heating element for connection to a hot-water heating system consists of an insulating layer (1), a reinforcing mat (4), heating tubes (6) and a cast screed (2). The heating tubes (6) are made of polyolefins or polyvinyl chloride and are embedded in the cast screed (2). The cast screed (2) is for its part made of a material having a density of 1.8 to 2.2 g/cm<3>, a flexural strength of 50 to 100 kp/cm<2> and a compressive strength of 350 to 450 kp/cm<2>. Using such a floor heating element, it can be prevented that the thermal stresses occurring during heating operation lead to cracks either in the cast screed (2) or else in the heating tubes (6). The floor heating element preferably has the shape of a finished component. <IMAGE>
