PURPOSE:To simultaneously improve transmission delay, order control and synchronous transfer by executing a repeating operation in such a way as if a virtual connection is made on a connectionless type network protocol. CONSTITUTION:A repeater first checks whether an existed entry is present or not in an address table at a virtual connection use procedure when it receives a packet. When the packet is the first one starting communication, it is not registered in the address table. When information showing that the virtual connection is made in a header is detected in a virtual connection establishment procedure after a regular network protocol processing is executed, repeating service information corresponding to the information is constituted and a packet transmission source network address and a transmission destination network address are registered in the address table as keys in the virtual connection use procedure. A virtual connection release procedure releases the virtual connection which is once made.
