A base station (11) transmits a signal with low directivity to a mobile station (12A), and a signal (B) with high directivity to a mobile station (12B), which overlaps the signal (A). At the mobile station (12B), the received power of the signal (A) is measured by a de-spreader (104), while the received power of the signal (B) is measured by a de-spreader (105). The results of power measurements are sent together with a signal (B) from a frame assembly (106) to the base station (11). The base station (11) evaluates the coincidence of directivity from the transmitted power ratio and the received power ratio, and controls the directivity and the transmission power of signals based on the results of the evaluation. In this manner, the conditions of transmission of a signal (B) are appropriately controlled by the base station (11).
