PROBLEM TO BE SOLVED: To damp vibrations effectively by conducting the expansion-contraction operation of a damper even in small vibrations. SOLUTION: The vibration-damping wall panel 10 has an upper frame 23 and a lower frame 24 and a pair of hydraulic dampers 21, 22 are installed into a space 16 between the upper frame 23 and the lower frame 24. In the vibration-damping wall panel 10 the upper frame 23 fixed onto a girder 15, the lower frame 24 fastened onto a sill 18 and side plates 25, 26 supporting the upper frame 23 are unified. The side plates 25, 26 have flexibility easier to be deformed in the direction of vibrations than other sections of the vibration- damping wall panel 10. Accordingly, when vibrations are input in the vibration- damping wall panel 10, the side plates 25, 26 are deformed and relative displacement is generated between the upper frame 23 and the lower frame 24, and a vibration-damping effect by the damping force of the hydraulic dampers 21, 22 is obtained.
