The present invention relates to a cosmetic or pharmaceutical composition fo r topical application to the skin which comprises a fibrous component for promoting the transfer of moisture and oil and the removal of unpleasant and unwanted moisture from the skin, especially the facial skin. The fibrous component can include wicking fibers, evaporating fibers, or a combination o f both. The compositions of the present invention regulate moisture and oil wh en applied to the skin.
