PROBLEM TO BE SOLVED: To freely open and close a ball valve by manual and power operation. SOLUTION: First and second driving parts 1113, 1114 are provided on a first valve 1100, the first driving part 1113 is connected to a drive shaft 1109 of the first valve 1100, the second driving part 114 is connected to a drive shaft 1209 of the second valve 1200, both of the driving parts 1113, 1114 are made free to manually and electrically operated and both of the drive shafts 1109, 1209 are made to be freely separated from each other.
