PROBLEM TO BE SOLVED: To accurately decide timing in inspection and treatment even if strip parts are moved in a widthwise direction when the strip parts are to be carried. SOLUTION: In a conveyance path of a lead frame 10, a photo line sensor 20 is arranged along a direction being nearly vertical to the longitudinal direction. A trigger generation part 32 analyzes the change point of an output signal Sph that is outputted from the photo line sensor 20 for deciding a first output signal change point corresponding to the position of a side-end part 12 of the lead frame 10, and at the same time judges whether a second output signal change point exists within a specific range from the first output signal change point or not. When a state where the second output signal change point exists within the specific range occurs, a trigger signal for showing the execution timing of the inspection is generated.
