PROBLEM TO BE SOLVED: To correspond easily to the change of the kind of an measuring object, to execute easily a design change of each part of a device, and to improve efficiency of a manufacturing line including a packing device. SOLUTION: When the size of a packing material is inputted by operation from an input means 21, a specific volume setting means 22 calculates and sets the specific volume of the measuring object based on the size of the packing material and the content quantity and the content volume ratio of the measuring object to be stored in the set packing material. An operation control means 24 executes, based on the specific volume, an input time control of an input means 13 for inputting the measuring object into a dispersion supply part 2, conveyance control of a conveyance part 4 of the dispersion supply part 2, opening and closing time control of discharge doors 8b, 9b, 11b of a measuring hopper 8, a memory hopper 9 and a discharge hopper 11, and control of discharge timing of the measuring object relative to a packing device on the subsequent stage, or the like. Each control is different in each kind of the measuring object, and is executed by judging the volume of the measuring object from detected variables based on the set specific volume and the variables of the measuring object, therefore proper control can be executed.
