A web interlock mobile terminal moving picture solution converting video-on-demand contents on web is provided to offer VOD/Live broadcast through the mobile terminal for uploading a moving picture in the mobile terminal. An online business provider uploads media to a mobile terminal by using a media upload tool to an SMT server. The uploaded moving pictures is stored as an AVI file and an SMV2 codec(1). If the uploaded media is converted for a mobile, a WEB server transmits XML into NT Transcoder(3). The NT Transcoder downloads the media requesting transformation from the SMT Server(4). The NT Transcoder converts the downloaded media into the media for mobile(5). The NT Transcoder transmits the transformed media to the storage(6).
