The building for processing or storing powdered or other poisonous or radioactive materials precludes risk of environmental contamination even in the event of an aircraft crash or similar disaster. It is sited inside a pool (3) filled with water (2), with its roof far enough below the surface for the vol. of water overhead to be at least as great as the interior vol. of the building (4). The dangerous substances can be kept in containers (5, 12) of specific weight exceeding that of water. The interior can be connected by a sluice (11) to an outside shaft (10), and there can be a submerged ventilation system, with only a filter (8) and air outlet above water level. A protective film can be laid on the water surface.
