The present invention provides a method and an apparatus for control signaling in a wireless communication system to provide various services according to types of terminals. A terminal attempting random access (RA) acquires an RA resource and information about an RA preamble composing the RA resource using system information from a base station, uses the RA resource to transmit required request information, and receives data in response to the request information. The RA resource can be one among an RA resource allocated for a noncompetitive RA process and a resource separately allocated for machine-to-machine transmission by the base station.
