The present invention relates to a method and an apparatus for determining the use of heterogeneous carrier aggregation between a long term evolution (LTE) cell and a wireless local area network (WLAN) based on the moving speed of a terminal. According to one embodiment of the present invention, a method for aggregating a heterogeneous carrier in a base station comprises the following steps: receiving a connection termination message from a previously connected second access point (AP) and receiving a connection message from the second AP, when a terminal accesses a first AP; transmitting, to the second AP, a measurement request message requesting measurement of a signal intensity between the first AP and the second AP and receiving the signal intensity from the second AP; estimating the moving speed of the terminal on the basis of the received signal intensity; and determining the use of heterogeneous carrier aggregation on the basis of the moving speed of the terminal.
