PROBLEM TO BE SOLVED: To provide a press device that places a load on an object such as a circuit board and can securely press the object while preventing the object from being broken, and an in-circuit tester.SOLUTION: A press device is configured to place a load on an object, and comprises: a base; power means of elevating the base; a guide part having a predetermined range downward from at least an upper end in parallel with a moving direction of the base; a press part configured to slide up and down and moving down to place a load on an upper surface of the object; and a swing part fixed to the press part to swing and guided to the guide part.
