PROBLEM TO BE SOLVED: To solve the problem that a processing load is large in order to display a panoramic image or a virtual space on a head-mounted display.SOLUTION: There is provided an image generation device for providing cloud service to a head-mounted display via a network. A photographed image reception unit 510 receives a plurality of photographed images with different photographing directions. A panoramic image processing unit 530 combines the plurality of photographed images with the different photographing directions to generate a panoramic image. A format conversion unit 540 converts the panoramic image into an image format suitable for specifications of the head-mounted display. A panoramic image transmission unit 550 transmits the panoramic image after format conversion to the head-mounted display.SELECTED DRAWING: Figure 4
