According to the present invention, provided are a method and an apparatus for minimizing streaming data latency. The system minimizes streaming data latency caused by the underflow of a buffer, which reduces a latency (buffering) phenomenon generated when a user appreciates image data in the form of streaming. The system for minimizing streaming data latency includes: an encoding unit comprising a data input unit outputting streaming type data, a data conversion unit converting and outputting the streaming type data, a first buffer receiving and outputting the converted data, a data measurement unit calculating a size of the converted data and a conversion use time, and a latency determination unit comparing the calculation result with a reference use time and a reference size to determine latency; and a decoding unit including a second buffer receiving the data outputted from the first buffer. |
