PURPOSE:To preclude the image deterioration of the video signal by composing packets in a 1st group by using video signal components which are easily interpolated even if a packet is lost, and discarding the packets in a 1st group first if a packet is discarded on a transmission line, etc. CONSTITUTION:A digital video signal 101 is divided into 8X8 picture element blocks by a block constitution part 103 and a packet composed of moving picture block is given high priority by a header addition part 107 and outputted as a packet 109. A received packet has its header part analyzed by an analysis part 202 and a packet is discarded in a low-priority still image block, so if the packet is discarded, information in the picture element block at the same position in the last frame is selected with a switch 206, so that the picture element block data is restored to the original digital video signal by a block decomposition part 207. Consequently, the picture quality of the video signal on the reception side can be prevented from deteriorating even if a packet (cell) is discarded in a transmission or switching system. |
