PURPOSE:To prevent the outflow of the waste fluid containing harmful metals and to enable to discharge the waste fluid after having carried out only the neutralization treatment, by dehydrating the sludge after the insoluble hydroxides, etc. of the harmful metals in the sludge have been solidified with cement, when the sludge of high water content is formed and solidified.
