PURPOSE:To mix a specific amount of a reaction product of polyethylene oxide compounds having two or more terminal OH groups and specific molecular weight and NCO group-contg. compounds with water and to mix and solidify the mixed solution of fixed viscosity with a physiologically active substance so as to uniformly disperse the physiologically active substance without diminishing the physiological activity.
