A magnetic core surrounding a rotary shaft is divided into axially extending segments. Adjacent segments have opposite polarity. An outer shell surrounds the magnetic core and is spaced from it. The shell and core are rotatable relative to each other to uniformly collect single-component toner on the surface of the shell during rotation of either the shell or the core. The shell is electrically non-conductive, to resist attack by chemicals in the toner.
