The pre-compresed water-bar (3) is for use in concrete structure construction joints. The bar is of open celled multi-cellular elastic material which is impregnated with a water resistant substance. With a slow rate of elastic recovery, the bar eventually expands to press against the two opposed concrete interfaces and effect the seal. The bar is placed in a channel (2) in the first formed concrete (1) face, and then the succeeding concrete element (6) is cast. The locating channel (2) may be of a self-stripping profile and the bar (3) is pre-compressed to between 70 to 95% or 80 to 90% ot its original dimensions.
