PURPOSE: To impart permanent hydrophilicity that has excellent resistance to washing to the fabric by treating the fabric with an effective amount of dioxolane-functional organosilicon compound. CONSTITUTION: Excellent permanent water absorption properties are imparted to the fabric by using an effective amount of dioxolane-functional organosilicon compound bearing at least one silicon-bonding dioxolane group of formula I (Q is a divalent organic group bonding via a Si-C bond to the Si atom; M is a 1-6C monovalent hydrocarbon bearing no aliphatic unsaturated group; M' is H, M) in which the remaining atomic valence of all of the silicon is a monovalent hydrocarbon group or the like, after the organosilicon compound is substituted with the dioxolane group, for example, it has a structure of the formula II, and 2 is the above-stated monovalent hydrolyzable group; a is 0-3; R is the above-stated monovalent hydrocarbon group or the like).
