The loading on the valve 28 is controlled through a spring 31 and a rotatable and axially displaceable cam 32 by a manually adjusted throttle 7 and a diaphragm 36 actuated by manifold pressure while that on the valve 68 is controlled by a temperatureresponsive element in a by-pass line 75, 75a for the throttle 7. An electrically-driven pump 16 supplies the valve 12. Each of the diaphragm valves includes two steel diaphragms in side by side relation with the diaphragm remote from the valve seat having a vent port. Vibration and noise from the diaphragms is thus prevented.
