PURPOSE:To improve the transmission speed of information while ensuring the reliability of information subjected to state change by providing a transmission frame with different constitution and switching a transmission frame in response to a transmitted cycle to transmit the frame. CONSTITUTION:The state of a plant 10 is inputted from a display information input section 210 of a slave station 200. On the other hand, a transmission control section 220 discriminates whether the cycle is a specified cycle transmitted in a full word transmission frame based on the count of a cycle counter 250 or a normal cycle transmitted in a specific word transmission frame to transmit the input information with the corresponding frame constitution. In case of the normal cycle, whether or not state change information is included as to all information words is discriminated and when included, the corresponding information word is added to the specific word transmission frame and he result is transmitted to a master station 300 via a parallel/serial signal converting section 230 and a signal transmission section 240. The master station 300 uses a signal reception section 310 to receive information, which is converted by a serial/parallel signal converting section 320 and stored in an information storage section 340 via a distribution control section 330.
