The device has a control transistor, and a transformer. A rectifying diode is connected to the transformer secondary winding, and a there is capacitor. In order to connect in series the base-emitter path of the control transistor and base resistor (R1), a controlled parallel circuit is provided for the feed-back current. It consists of a Zener diode (Z) in series with a capacitor (C), with the diode (Z) cathode connected to the resistor (R1), and capacitor (C) positive terminal to the control transistor (Ts) emitter. A discharge resistor (Ra) is in parallel with the capacitor (C).
