The system comprises an emitting assembly E, a receiving assembly R, a rack 25 and remote billing means 26, 27. The emitter comprises a pipe section containing a turbine with magnetic poles around which is removably located on electronic circuit which senses electromagnetic changes due to turbine rotation. The circuit output is conveyed by two wire cable. The receiver calculates flow volume totals and converts these to required units of volume, the results being displayed on indicators mounted on rack 25. The receiver also converts the totals to serial BCD signals which are transmitted by telephone, fibre optic cable or radio to a data processing centre 26, 27 where bills are prepared automatically. <IMAGE>
