The actuating device is for toilet or bidet units with a low-level flush. A shut-off valve is fitted in the water supply pipe to the toilet, and a pressure reducer is positioned for the water flowing from the supply-pipe to the toilet. The shut-off valve for the supply pipe (11) is in the form of a piston valve, with the piston put under pressure from the water pipe behind the pressure reducer. The piston of the shut-off valve is connected to a valve needle which, when in the closed position, fits into the outlet nozzle of the free flow path.
