PURPOSE: To aid the operation of a process without complicated operation by estimating an output of the process with high accuracy even when the process has a nonlinear input and output relation. CONSTITUTION: An on-line model generating section 6 generates an on-line model event base 3 in which an operating state and a process state are used for input events and a process state is used for an output event based on history data. Then an on-line model estimate section 7 uses an input event closely similar to the input event for the estimate given as an input in the on-line model event base 3 and uses an output event in pairs therewith to estimate an output, then a succeeding process state is estimated at present.
