PROBLEM TO BE SOLVED: To provide a complicated video special effect with a high visual effect to an image. SOLUTION: A basic address (x0 , y0 ) of an orthogonal coordinate system outputted from an address generator 300 is modulated by an address modulation circuit 500 by using a displacement (xm , ym ) being an output of a displacement generating circuit 400 and the modulated signal is used for a read address (xr , yr ) to read an image signal from an image memory 100. Furthermore, in the displacement generating circuit 400, a displacement data memory 410 receiving the basic address (x0 , y0 ) provides an output of 1st data (r1 ,θ1 ) represented in a polar coordinate system, it is modulated by a data modulation circuit 420, which provides an output of 2nd data (r2 ,θ2 ) and a conversion circuit 430 conducts processing of transforming the 2nd data (r2 ,θ2 ) into the orthogonal coordinate system to generate the displacement (xm , ym ).
