MOVING PICTURE ENCODING DEVICE AND MOVING PICTURE DECODING SYSTEM

摘要

PROBLEM TO BE SOLVED: To provide a moving picture encoding device such that the rate of encoded video data can be set so that deterioration in picture quality can be suppressed even when padding data are multiplexed with a packet containing end data of a frame.

SOLUTION: The moving picture encoding device is equipped with a video encoding part 1001 which encodes video data consisting of a plurality of frames into encoded video data, a multiplexing part 101 which multiplexes encoded video data outputted by the video encoding part 1001 with a fixed-length packet and multiplexes padding data when the fixed-length packet multiplexed with end data of the frame is not filled with the end data of the frame, and a rate control part 102 which determines the rate of the encoded video data each time the multiplexing part 101 multiplexes encoded video data of one frame.
