A video encoding apparatus appends decoding delay correction information and display delay correction information to encoded video data in order to ensure that even when one or more pictures that are later in encoding order in the video data than a first picture that may potentially be spliced to a trailing end of other encoded video data have been discarded, the first picture and subsequent pictures in the encoded video data can be continuously decoded and displayed by a video decoding apparatus. The video decoding apparatus corrects the decoding delay and display delay of the first picture and its subsequent pictures by using the decoding delay correction information and display delay correction information.

1. A video encoding apparatus for encoding first video data by inter-frame predictive coding, comprising:
an encoding control unit which obtains for a first picture, included in the first video data and encoded without referring to any other picture included in the first video data, decoding delay correction information for correcting a decoding delay for each of the first picture and subsequent pictures in the first video data, and display delay correction information for correcting a display delay for each of the first picture and the subsequent pictures in the first video data when the first picture and the subsequent pictures are spliced to a trailing end of second video data after the first and second video data are encoded; and a picture encoding unit which encodes each picture contained in the first video data and appends the decoding delay correction information and the display delay correction information to the first video data as encoded, wherein the decoding delay correction information includes a first value corresponding to a first number of pictures that are later in encoding order than the first picture and are encoded by referring to a picture that is earlier in encoding order than the first picture, and the display delay correction information includes a second value corresponding to a second number of pictures occurring between a first display time of the first picture and a second display time of a second picture that is earliest in display order among the pictures that are later in encoding order than the first picture.
