PURPOSE: To attain communication with high reliability and privacy by providing a receiving means and a means for synchronization for each of plural signals. CONSTITUTION: A transmitting stage 16 transmits encoded continuous bit strings having frequencies changing across a certain time block by using a specific encode series for transmitting each data bit to a medium as each encoded bit. A receiving stage 24 operates synchronization by each bit(chirp). In this case, different fields or areas for synchronization are not provided at a packet or chirp so that the discriminating unit of drift can be reduced to a time required for transmitting the bits of data instead of the continuing time of the packet. Thus, the influence of a narrow band defect can be removed or reduced.
