PURPOSE:To keep the tape speed of a magnetic tape constant with a high precision by controlling the rotation period of a take-up reel so that square sum information of supply reel period information and take-up reel period information is equal to reference speed information corresponding to tape information and tape speed information of the magnetic tape. CONSTITUTION:Reel driving control means 10, 13, and 14 are provided which drive and control a take-up reel 6 and/or a supply reel 3 based on error information DTER between reference speed information RREF and square sum information TSP<2>+TTU<2>. The take-up reel 6 is so driven and controlled that square sum information TSP<2>+TTU<2> of supply reel period information TSP and take-up reel period information TTU is equal to reference speed information RREF corresponding to tape information ITP and tape speed information DTN of a magnetic tape 23. Thus, the tape speed of the magnetic tape 23 is kept constant with a high precision.
