<p>PURPOSE:To obtain a high quality reproducing picture by disposing a tape to an outer circumferential part of a drum so as to be a measuring object, producing a signal corresponding to a phase change of a signal to be outputted from a means for detecting this tape speed and changing a delay time of a recording or reproducing video signal. CONSTITUTION:Speed detectors 51 constitute a speed detecting means, and a frequency discriminator 54, an integration circuit 55 and a voltage control oscillator 56 a signal processing means and a variable delay circuit 57 a signal delay means. Then, a tape speed is detected by the speed detecting means 51 disposed in the outer circumferential part of the drum by catching a reflected wave of light irradiating the tape as the measuring object from the tape. A phase signal corresponding to a phase change of the signal outputted from the speed detecting means 51 is produced by the signal processing means 55 and 56. A delay time of the recording or reproducing video signal to be separate ly inputted is changed by the signal delay means 57 based on a signal to be outputted from the signal processing means 55 and 56. By this method, time fluctuation of the recording/reproducing signal is suppressed to a low level, and hence the high quality reproducing picture is obtained.</p> |
