A white surface light source device including a fluorescent substance is provided to emit the white surface light through a blue LED by including the fluorescent substance in a light guide plate. A light guide plate manufacturing method comprises the following steps of: attaching a pattern mask(23) to one side of a light guide plate(22) made of light-transmissive material; screen-printing the light-transmissive resin in which a fluorescent substance is mixed on the pattern mask as coating and pressing the resin by using a roller(27); hardening the printed resin by using the ultraviolet ray or heat; and completing the light guide plate in which the fluorescence pattern is formed by removing the pattern mask.
