<p>PURPOSE:To adjust mutually the number of transmitted pictures and picture quality of one picture through the will of the user by controlling a selection means selecting any of plural kinds of decision equations deciding the relation between a code buffer untransmitted quantity and a code data quantity per unit time. CONSTITUTION:A map storage section 15 has plural kinds of maps (decision equations) deciding the relation between a code buffer untransmitted quantity and a code data quantity per unit time. The user operates a selector switch 16 to select any of maps 1-5. A quantization control section 14 assigns a code data untransmitted quantity to a selected map to index a quantity step size and controls a moving picture coder 12 so as to implement quantization by the step size. Thus, when number of transmitted pictures per unit time is increased to emphasize the movement of a video image, a map to decrease the code data quantity per unit time is selected among the maps 1-5.</p> |
