An improved method and an apparatus for reporting Power Headroom (PH) of a UE are provided. The Power Headroom Report (PHR) method of the present invention includes determining whether to trigger PHR based on a change of Power Management Maximum Power Reduction (P-MPR) between two time points, generating, if PHR is determined to be triggered, Power Headroom, and reporting the Power Headroom information to a base station.

determining whether power backoff is applied due to power management if a power headroom report (PHR) is triggered; identifying whether an extended PHR is configured; generating an extended power headroom (PH) medium access control (MAC) control element (CE) if the extended PHR is configured; and transmitting the extended PH MAC CE to a base station, wherein a first bit of an octet containing PH field in the extended PH MAC CE is set based on the determination.
