The guenched and tempered high strength steel is characterized by following properties, (i) good resistance against sulfide stress corrosion cracking, (ii) no generation of low temperature cracking in welding without pre-heating, (iii) high toughness of base metal and weld zone, (iv) tensile strength over 60 kg/mm2, (v) a composition of 0.05-0.12 % C, 0.1-0.5 % Si, 1.0- 1.6 % Mn, at most 0.3 % Cr, at most 0.3 % Mo, 0.01-0.1 % V, 0.04- 0.08 % sol.Al, 0.0003-0.03 % B, and balance Fe.
