PURPOSE: A phase detecting apparatus of a symbol timing restoration of a vestigial side band digital television is provided to prevent a jitter of a clock signal after a convergence and to improve a signal to noise ratio according to a sampling point of a received signal. CONSTITUTION: A phase detecting apparatus of a symbol timing restoration of a vestigial side band digital television comprises first to third delay parts, first and second shift registers, first to third adder parts and a negative number making part. The first delay part(21) delays input data, the second delay part(22) delays an output of the first delay part, and the third delay part(23) delays an output of the second delay part. The first shift register(24) shifts an output of the first delay part by one bit in a left direction, and the second shift register(25) shifts an output of the second delay part by one bit in a left direction. The first adder part(26) adds outputs from the third delay part and the second register, and the second adder part(27) adds the input data and an output from the first shift register. The negative number making part(28) makes the output of the second adder part be a negative number. The third adder part(29) adds outputs from the first adder part and the negative number making part to output a phase detection signal.
