PROBLEM TO BE SOLVED: To improve a degree of integration of a semiconductor integrated circuit by lessening a useless dead space existing in the core part of an IC chip. SOLUTION: When a plurality of pads 2 are arranged on a semiconductor chip 1, a vacant space produced in a corner part 6 is efficiently utilized, the layout of the core part 4 mixing a MOS element or the like and the capacitor is easily performed by inherently arranging some capacitors 5 arranged in the core part 4 in the vacant space 6, the useless dead space can be lessened, and a degree of integration of a semiconductor chip 1 can be improved.
