PROBLEM TO BE SOLVED: To provide a long-life and high quality ultraviolet ray discharge tube suitable for a tubule by improving luminous efficiency of a phosphor. SOLUTION: A phosphor dispersed liquid in which a phosphor, which emits ultraviolet ray of wavelength 400 nm or less which activates a photocatalyst and is dispersed with an inorganic binder, is applied to the outer peripheral surface of an ultraviolet ray discharge tube having an ultraviolet ray transmitting glass, and the tube is baked to form a phosphor layer. The ultraviolet ray radiated from the ultraviolet ray discharge tube excites the phosphor to emit ultraviolet rays.
