PROBLEM TO BE SOLVED: To divide the liquefied matter produced by the fermentation decomposition of garbage from solids and to decompose the garbage without making the garbage into sludge so that the liquefied matter of the recovering garbage can be discarded on the spot. SOLUTION: The liquefied matter produced by the fermentation decomposition of the garbage is successively withdrawn out of a fermenter 1 and is housed in a liquid receiving tank 2 where the liquefied matter is filtered under circulation between the same tank and a filtering tank 8. The filtrate obtained as a result thereof is housed into a storage tank 13 and is blown in a foggy form into the upper space of a fermenter 1. The set air containing the spray liquid is sucked outside the fermenter 1 through an exhaust duct 17 and is released into the liquid in a solvent tank 19. While the garbage is maintained at an adequate moisture content, the fermentation decomposition thereof can be promoted according thereto and even more, the drying of the garbage is accelerated without requiring an enormous time and heat quantity and the discharge of the liquefied matter (filtrate) thereof to public water bodies, such as rivers, is prohibited.
